GREATER ARIZONA PREPARATION PROJECT

Thank you for your interest in the Greater Arizona Preparedness Project, or GAPP for
short. The purpose of our organization is three-fold:
1) We are developing a survivable, sustainable, and thrivable community that can be
duplicated by other organizations at a reasonable cost and effort;
1a. The property where our community is located is called Mesa Butte Homestead,
and the property where the farm/ranch facility is located is called Mesa Butte Ranch. They
are located in a rustic area of northern Arizona near a small town where all the
conveniences needed to maintain modern rural, living are located. We will construct a
survivable, sustainable, and profitable farming and ranching community of approx 100-150
families to conduct this experiment.
1b. The Homestead is located on a little over 6 acres currently that backs up to
national forest land, and we will be acquiring more surrounding parcels as needed in order
to accommodate our growing community. The community design is a blending of the old
with the new. Although it is similar to a typical co-housing project, where separate
individual housing units surround a central communal facility, we have made a few changes
in order to meet our criteria for survivability and sustainability. Because this is a
community designed to survive any major cataclysmic event off-grid, we have chosen to go
with a residence hall-method of construction, which is comprised of individual dwelling
units surrounding a core of common facilities; such as shared kitchen, shared dining,
meeting rooms, library and computer rooms, nursery facilities, recreation lounges, and
exercise facilities, etc. By combining these facilities under one roof, we have not only saved
a ton of money in individual construction costs for our residents, but we have also saved a
lot in the development of off-grid living costs for everyone, and maximized our ability to
meet community resource conservation goals.
1c. The Mesa Butte Ranch is designed to be a profitable working farm and ranch
located on a little over 8 acres surrounded by privately-owned grazing lands, and is about
15 minutes from the Homestead. The property already has an 8,800 sq ft underground
hardened nuclear bunker in complete working order, that will be refurbished in order to
accommodate the residents of the community comfortably should the need ever arise to seek
shelter there. In addition, we will be constructing various buildings needed to support the
farming and ranching activities of the community, such as hydroponic greenhouses for year-
round growing capabilities, silos for storage, barns for horses and cattle, facilities for
poultry, goats, sheep, pigs, and anything else we believe is necessary to the survival and
profitability of the Ranch. The Ranch will also be capable of functioning off-grid
completely.
1d. We intend this community to be an affordable, functional, and profitable
alternative to the other very high-priced survival communities that have been developed by
others. We feel that to ask a family of moderate means to come up with $30,000.00 and up
is just not feasible, and although this is fine for wealthy families, those of low to moderate
means just don’t have that kind of money available to spend on advance preparation at a
remote facility. Up to now, urban families of moderate means have had to make the less-
than-adequate choice of preparing to ride out any major crisis in their home in the city,
which is not a good idea under any circumstance we can think of. At Mesa Butte
Homestead, you can choose from among many different floor plan configurations of
dwelling units within your residence hall which allows you to choose the one which most
fits your needs and budget.
1e. MB Properties, Inc. is the name of the “C” corporation which owns the
Homestead and the Ranch. As a resident, you will own shares in everything owned by MB
Properties. This means that you can be assured that your purchase of an interest in our
community is safe and secure, and will grow as MB Properties grows. One major difference
between our community and the numerous others out there is that we intend to not only
support ourselves internally, but we will also be producing a surplus that will be sold for
profit. As a resident, you will share in that profit. We will create our own electricity, and
hopefully a surplus, we will have our own water supply, we will be producing a surplus of
food for sale, and other tangible goods for sale from our artisans. We will develop other
income-producing business opportunities as the need and opportunities arise.
1f. This community is open to all who share our vision. This is NOT a religious
community. This is NOT a racist community. This IS a family-oriented community where
single people are welcome, regardless of gender. We will follow all the laws of the land.
We are currently seeking those who would like to be a part of the solution and not a part of
the problem.
2) We intend to educate the public concerning the need for individual, corporate, &
community preparedness; The GAPP project will fulfill its stated mission by taking a
multi-pronged approach to the educational aspects of preparing the public to handle the
responsibility of its safety and welfare. This will be accomplished by becoming an
educational resource to various facets of the community such as: individuals, schools,
businesses, and other Non-Governmental Organizations (NGOs) who wish to gain
knowledge in the area of disaster preparedness, and sustainable survivability. We will
create a non-profit organization under the appropriate section of the IRS Code for non-
profit organizations in order to accomplish this aspect of the mission.
2a. Community Outreach Programs:
The organization will develop a program of community-outreaches by seeking to increase
the public’s awareness of the subject through public seminars, attendance at public events,
direct mail, and any other direct marketing method that is within the scope of the terms,
conditions, and provisions of this Mission Statement;
2b. Development of Educational Curriculum:
We will develop a curriculum of instructional programs for individuals and groups that can
be delivered in multiple ways, such as in an on-line format, as well as a classroom
environment. This would include a Teacher’s Guide and Student Guide, with
accompanying CDs. Part of such a curriculum would be a means of teaching the teachers;
2c. Sustainable Self-Sufficiency:
We will also provide an opportunity for interested parties to receive classroom and hands-
on preparedness training that includes various aspects of sustainable survivability from a
permaculture perspective, up to and including internship on the Ranch. As part of this
process the organization will develop a comprehensive multi-media manual to assist others
in the replication of such a prepared and sustainable community; and if feasible, a
professionally-prepared, full-length documentary of our experiences in creating this
community;
2d. Web-Based Community, Information Database, Educational Training
Materials, and Resource Center:
We will create a virtual web presence to assist the efforts of our face-to-face educational
programs and community out-reaches.
3) The GAPP project will seek to create an organization of affiliated, like-minded,
sustainable-thrivable communities across the country for the purposes of mutual sharing of
information, mutual agreements of assistance, mutual activities of influence, and mutual
assistance of protection. We will create a non-profit organization under the appropriate
section of the IRS Code for non-profit organizations in order to accomplish this aspect of
the mission. And in the event that we find any other organizations with a similar mission,
we will plug into their organizations in order to create or facilitate a communications
network for like communities nationwide;
3a. Information-Sharing:
This organization of Sustainable/Thivable Communities will be organized in order to foster
the flow of essential information between like-minded communities concerning a
multitude of various topics that may affect the well-being of each of the communities in
association. The premise is that this association would survive any collapse or interruption,
whether temporary or permanent, of existing governmental safeguards and protections for
its citizens.
3b. Assistance Agreements:
Another goal of this organization will be to construct a framework of aid and assistance
between member communities in order to foster the common good of the citizens of each
community.
3c. Influence Activities:
A goal of paramount importance to this organization is to coordinate activities designed to
influence the general public, the business community, the media, and governmental
authorities at the local, state, and federal levels in order to foster a positive outlook
concerning the member communities, and their necessary place in the greater American
society. This Political Action Committee (PAC) will be the political voice of its member
communities, and actively attempt to introduce new legislation and influence existing
legislation of a positive nature for its constituent members. The organization’s PAC will
attempt to defeat pending legislation, and will seek to prevent the introduction of negative
legislation.
3d. Protection Assistance:
One of the major benefits and inducements for communities to participate in the
organization will be the assurance that each member community does not have to function
on its own, but in fact has a support structure in the greater organization. This is to extend
to the idea of mutual defense and assistance. This attribute would not come into play unless
member communities were unable to receive protection from the legal governmental
authorities at either the local, state, or federal level. Should a situation ever occur of such a
magnitude that was to render the normal channels of governmental assistance inoperable,
either temporarily or permanently, the member communities will have a pact of mutual
assistance against the aggression of a hostile force. This area of the organization will
require a great deal of though and legal and logistical research before it can be
implemented, and so is not an immediate factor.
