The Greater Arizona Preparedness Project (GAPP project) has been formed to help others
understand the necessity of advance preparation concerning the many dangers that we face in
this uncertain world. Should the government be unable to provide an immediate response or
assistance in the event of a highly disruptive occurrence, most members of the public are not
aware of the magnitude of their vulnerability to an interruption of the flow of goods and services
from either the private, or public sectors, or both. This organization is dedicated to filling the
“GAPP” between the public’s false perception of security, and their very real obligation to take
personal responsibility for the safety and welfare of themselves and their families.
The Greater Arizona Preparedness Project will fulfill its stated mission by taking a three-
pronged approach to the educational aspects of preparing the public to handle the responsibility
of its safety and welfare.
I. This will be accomplished by becoming an educational resource to various facets of the
community such as: individuals, schools, businesses, and other Non-Governmental
Organizations (NGOs) who wish to gain knowledge in the area of disaster preparedness, and
sustainable survivability. We will create a non-profit organization under the appropriate
section of the IRS Code for non-profit organizations in order to accomplish this aspect of the
mission.
1. Community Outreach Programs:
The organization will develop a program of community-outreaches by seeking to increase the
public’s awareness of the subject through public seminars, attendance at public events, direct
mail, and any other direct marketing method that is within the scope of the terms, conditions,
and provisions of this Agreement;
2. Development of Educational Curriculum:
We will develop a curriculum of instructional programs for individuals and groups that can be
delivered in multiple ways, such as in an on-line format, as well as a classroom environment.
This would include a Teacher’s Guide, Student Guide, with accompanying CDs. Part of such a
curriculum would be a means of teaching the teachers;
3. Sustainable Self-Sufficiency:
We will also provide an opportunity for interested parties to receive classroom and hands-on
preparedness training that includes various aspects of sustainable survivability from a
permaculture perspective. As part of this process the organization will develop a comprehensive
multi-media manual to assist others in the replication of such a prepared and sustainable
community; and if feasible, a professionally-prepared, full-length documentary of our
experiences in creating this community;
4. Web-Based Community, Information Database, Educational Training, and Resource
Center:
We will create a virtual web presence to assist the efforts of our face-to-face educational
programs and community out-reaches.
II. We will construct a sample model community that puts into practice all the various
elements of preparedness, and sustainable / thrivability in order to introduce the benefits
practicality of such a community to the greater public, and to prove that such a community can
be viably sustainable over the long-term financially, socially, spiritually, and politically. We
will create a for-profit organization under the appropriate section of the Statutes of the State of
Arizona for the express purpose of providing those who are participating in the project with an
actual, legal, and equal stake in the success of the organization.
1. The design, creation, and implementation of a prepared, sustainable, and thrivable
community. The community will be situated on 2 parcels of land in Seligman, Arizona. The first
parcel will consist of a little over 8 acres above-ground upon which the community will be built.
This parcel also contains an 8800 square foot under-ground NBC hardened shelter that will
protect the residents in the event of a disaster which necessitates its use. The second parcel
consists of a little over 6 acres upon which will ultimately be built additional living quarters
consisting of a shelter building of approximately six to seven thousand square feet that will
comprise living quarters, communal kitchen & eating, medical facilities, classroom/chapel, and
various other facilities. The complex will also have various out-buildings as necessary.
2. The community will be self-sufficient and economically viable:
The community will be organized as a self-sustaining and economically viable project that will
not only provide for most of its internal needs, but will also create a surplus that will enable it to
procure needed goods and services externally.
3. The community will farm:
The community will provide for a wide variety of farm animals such as milk cows, goats,
sheep, chickens, and whatever other animals are deemed important to the community. It will
also grow crops such as wheat, corn, vegetables, and other necessities of life. When possible, the
community will add meat cattle to its portfolio of livestock.
4. The community will have artisans:
The community will also produce as much of its other necessities as possible, such as leather
goods, cloth, ceramics, metal-working, and anything else that the community deems necessary.
5. The community will be off-grid capable:
The goal of the community will be to place itself in a position to disentangle itself from
governmental and institutional services as quickly as possible. The goal is to get the community
to a position where it does not need to get electricity, water, sewer, or fuel from outside sources,
but will be completely self-sustainable should that need ever arise.
III. The GAPP project will seek to create an organization of affiliated, like-minded,
sustainable-thrivable communities across the country for the purposes of mutual sharing of
information, mutual agreements of assistance, mutual activities of influence, and mutual
assistance of protection. We will create a non-profit organization under the appropriate section
of the IRS Code for non-profit organizations in order to accomplish this aspect of the mission.
1. Information-Sharing:
This organization of Sustainable/Thivable Communities will be organized in order to foster the
flow of essential information between like-minded communities concerning a multitude of
various topics that may affect the well-being of each of the communities in association. The
premise is that this association would survive any collapse or interruption, whether temporary
or permanent, of existing governmental safeguards and protections for its citizens.
2. Assistance Agreements:
Another goal of this organization will be to construct a framework of aid and assistance between
member communities in order to foster the common good of the citizens of each community.
3. Influence Activities:
A goal of paramount importance to this organization is to coordinate activities designed to
influence the general public, the business community, the media, and governmental authorities
at the local, state, and federal levels in order to foster a positive outlook concerning the member
communities, and their necessary place in the greater American society. This Political Action
Committee (PAC) will be the political voice of its member communities, and actively attempt
to introduce new legislation and influence existing legislation of a positive nature for its
constituent members. The organization’s PAC will attempt to defeat pending legislation, and
will seek to prevent the introduction of negative legislation.
4. Protection Assistance:
One of the major benefits and inducements for communities to participate in the organization
will be the assurance that each member community does not have to function on its own, but in
fact has a support structure in the greater organization. This is to extend to the idea of mutual
defense and assistance. This attribute would not come into play unless member communities
were unable to receive protection from the legal governmental authorities at either the local,
state, or federal level. Should a situation ever occur of such a magnitude that was to render the
normal channels of governmental assistance inoperable, either temporarily or permanently, the
member communities will have a pact of mutual assistance against the aggression of a hostile
force. This area of the organization will require a great deal of though and legal research before
it can be implemented, and so is not an immediate factor.
